FLEXIBILITY AND PLANNING THEORY

The idea of flexibility has strong connection with the whole "planning theory"; this quite recent approcach refers to a different reading of planning, underlines the importance of strictly technical role in the formulation and implementation of the plan (De Lotto R., di Tolle M. L., 2013 p. 12; Mazza L.,1997). The rigid planning, in fact, appears to be an obstacle element to the efficiency and effectiveness of the plan (De Lotto R., di Tolle M. L., 2013 p. 12). So it is important to create a flexible plan that acts as an open tool to deal with successive emergencies and further changes (Merlini in Di Biagi P., Gabellini P., 1992). It seems extremely interesting to verify the influence of flexibility approach on planning process.
